While the Imperial Strategy Card (in the base game) is universally reviled among TI3 players (and is improved in Shattered Empire), I don't think it's bad for the first-time player. It basically amounts to '2 players each round make a scripted decision', which is understandably disapproved by experienced players, but isn't the end of the world when you have so many other things to grapple with your first game (you might even welcome the scripted play with so many other things to keep track of).It also shortens the game length.

Do you mean to not use the Age of Empire option also? That option was included with the base game.
