That strangely sounds like you realize it when it is happening, and choose to say nothing.
That's called cheating in most circles. I hope that is not what is happening.
It is not cheating. The rulebook indeed mentions it as what to do when it happens. I generally play this with experienced players and we all know when to say something and when to let it slip. It is a completely accepted strategy, even accepted at WBC. Sometimes you don't want to refill the ship because it will end the game too soon for you.
