The text I quoted is the same in Here I Stand, where response cards had explicit text when they were able to be played as an event (even with no change in card effect). For example:
Swiss Mercenaries

If played by France or Ottomans, the French player places 4 new French mercenaries. If played by any other power, place 2 new mercenaries. Mercenaries are placed in any combination of spaces already containing friendly land units (even just before a field battle or assault), but not in a stack under siege. May also be used as an event card to add mercenaries in a player's own impulse.

There's no question about all the cards that in one of their options say "play as an event". Those cards obviously can (and must be played that way for those effects), but I don't see any reason to think that the "some" text in the action round rules refers to all responses without triggers rather than just the response cards that provide a event option, as HIS had the same rules text and had to add special card text to those response cards which had the option.
