The order of the battles is not important, since all units remain in the territories/regions after the battle, even if the player retreats."Retreat" means only the end of the fighting - not a retreat (as in "move") of his units from the territory/region.
The second question: Normally a battle is fought at the end of each players turn (that means, after he has performed his two actions) in any territory/region, where are 8 or more units.
But, if one player has already passed, then only the other player carries out actions - as long as he wishes to do so (but he has to pay one resource of any kind for each action). No battles are fought during this time - at the end of his actions, when he decides that he won't take any more actions and passes, too - then all battles are fought (if there are still territories/regions with 8 or more units).
And finally, if AFTER these battles there are STILL regions with 8 or more units, then those will be fought in the next round.
Why can there be still regions with 8 or more units? Because you can decide anytime to retreat from a battle - even before the first attack! (But always before any new cards are drawn) and this can leave 8 or more units in one region...
