I guess a better way to put it would be: "like a Nation"

Correct. She could have mustered a Nazgul, though.
All the Nazgul were out on the board as well. The Shadow players won militarily with the Ring Bearers only 2 steps from Free Peoples victory. I would have probably won if I remembered to use the Elven Rings, as I forgot about them the entire game.
