I would not say that it's treated "as a Nation" -- but yes.
May I take an action with a specific nation (or mixed army), pass my next action because I have fewer dice, and then take another action with that same nation?
Good question. For analogy with the 4 players rules, I'd say no.
3 player, Shadow players:
When I played a 3 player the other day, the Sauron player manage to muster all of her units but one regular army. She asked if she could muster that army & one of the Saruman players pieces. She can't, correct? (I let her anyway.)
Correct. She could have mustered a Nazgul, though.
