Honestly, I think that this would ruin the game experience (regarding AA, ofc).

It's *so* important to be able to exchange resources, for the insurgents to help one another, or even sometimes to make some shady deals between the Govt and another insurgent, and don't forget the threating aspect ("if you don't give me X resources, I'm going to do this that will hurt you very much").

I've played a lot of other games which are a lot more diplomat-centric (Diplomacy, Republic of Rome for example), and they can be one of the greatest gaming experience that you could have, or the most miserable one, it all comes down, as Mark correctly said, to the players.

When playing games with diplomatic aspects, you should pick the right players, so no whiners/it's-late-I'm-gonna-end-the-game types. Better to play with less players, when able to do so (and AA, fortunately, gives you the possibility to play with 2 or 3 :) ) than with more players that ruin everything (as Todd suggested). ;)
