This is quite clear, and the "Sample Turn" even specifies in step 3 that the leader takes one action for leading and one action for the client. On top of those two places, the "Game Play" section, at step 3, says "... the Leader may perform one action for leading, plus an additional action for each client ..."
How do you come up with the instructions not being clear? It's clearly stated twice, and it's clearly demonstrated. That's clear three times over. What do you want from them? Did you even read the rules a second time to answer your question, before asking other people to do it for you?
(Black Box and standard edition rules are exactly the same on this)
Yes I did read the instructions a few of times. My posting quote was under the Hiring Clients section not the the Sample Turn section. I apologize as I must of overlooked that in the Sample Turn. I was just trying to make heads of it and make sure I got it right. It's a great game.
It's a common question.
For all Posters...Please specify where you are quoting from; many rules sections leave out key ideas that are explained elsewhere in the rules. It's commonplace to have to find rules in the examples of many games due to some editing issues.
