Depending on your jurisdiction you probably have a statutory warranty that would allow you to return the game to the OLGS as unfit for purpose.
You could also try contacting the US distributor.
Otherwise... It's not a surprise that Alain has not responded to you. If you read one of the IndieGoGo threads on this forum you will see that KND is basically a one-man operation and Alain is very far behind schedule -- very, very late delivery of Vanuatu to backers of the IndieGoGo campaign, plus production delays on Massilia and the Vanuatu expansion. He says that it's been a very difficult year due to health issues in his family. Right now he is also at Essen.
I think he'll try and do right by you eventually, but I would not expect replacements direct from the publisher for several months at best. There are some on this forum who, based on the IndieGoGo fiasco, will give you much less optimistic estimates (up to "never").
One additional problem is that Alain has a history of not telling people anything, so it's highly likely that if he does send replacement components he'll just send them to you without informing you via email. :(
