We don't have the expansions, so I can see where you would have a different experience.
With the base game, it's common enough that there's a pretty good chance your opponent has one late in the game unless he's recently been attacked by DN or WS.
When "only one ship" is a WS, it can be extremely decisive... which means you shouldn't use the "take damage + repair at end of turn" ability of a WS except as a last resort. Kinda silly. I just think it isn't a very fun card---personally, I don't even like to use it on an opponent.
