I figure this thread can't be much more than each of us expressing our opinions and offering anecdotal evidence as support. So, in that regard, I'll weigh in and say that I'm not a big fan of Bacchanalia.

In my opinion, it's overpowered for its cost (if that's really possible in Glory To Rome). It's not always a game-winner, but in the competitive, cutthroat games played by my group which plays Glory almost every week, it usually is (a game-winner).

I have not removed it from play, but I've certainly thought about it a lot.

We also find Plebian Council somewhat problematic, as we are generally much more likely to go for Laborer clients than Legionaries. One suggested house rule of our group was to change the requirement to more Laborer clients than any other client.

There are enough crazy powers/combos in Glory that it can absorb these issues well enough. But I still do not find these cards to be optimum for the gameplay I prefer.
