Great stuff.This also made me want to bleed the government, so I moved three cells onto lower-value LoCs that weren't covered by police (also to make patrol vs. other options a hard call for the government) but before I could follow up with the planned terror/sabotage and kidnapping against the government, the second Propaganda came up on the first possible card of the second batch of 15.
I think this complies with the request to analyze only past campaigns: It seems your Guerrillas would have Sabotaged those unprotected LoCs in any case during the Propaganda round (see 6.2 second paragraph).
I also am curious to find out what your Cartels Faction is up to!
