You are forgetting the 3rd bullet in the NP-FARC Rally Operation.They will rally in 1 random space.
So, eventually, they would get down below 9 guerrillas and then do something else (assuming that some other event or action by another player does not alter things as well).
Editing myself here.... NM.... I just saw that you said they start with n resources... so they will run out of resources before they get to bullet 3.
