However, remember that even in a 3-players game, the FP plays as in the 4-players game - he must still split his dice between Gondor/Elves and Rohan/North/Dwarves.He can co-ordinate a little better than the Shadow because he's only one brain instead of two (that may be a disadvantage as well!), but his forces still do not have perfect coordination, and he has less cards in hand than his opponents combined.
So there is not any significant imbalance in a 3-players game.
