It's true, a faction can be shut out from a number of cards in a row, but it usually evens out in the end or can be overcome with judicious use of passing.Any faction can always make deals with other factions to execute events on their behalf (usually with cash, but occasionally through truce / agreement to attack mutual enemy.)
