If you go the Excavation route, odds are only 50/50 that it will be achieved by the end of Turn 3. Taqi doesn't come out until Turn 2. If you want Suez by the end of Turn 3, you're chances are better starting the Suez in Turn 1.
Then the other problem is that I've never seen a game go to Turn 7! Although, I think I'm about to.
