To my experience, it's very mixed. Most players are waiting until they get Excavation before they even try. I actually try before that as a Turn 1 Suez Canal is worth an awful lot (extra card and can play Grand Vizier for units of any type instead), otherwise, it's a +1 on the next roll which is worth something in itself.

Most people are not even trying until much later, however.

In terms of the stats, on average, it will take 2.8 turns to complete the Suze with an average cost of 14 CPs (given the CP-value of Grand Vizier).

If you do nothing about the Suez until you get Excavation, it will take an average of 1.7 turns or a cost of 8.5 CPs, so you're saving roughly a home-card's worth if you go after Excavation. However, by going after Excavation, you've also given up 1-VP of science bonus.

I'll leave the rest for you to think about.

EDIT: I've never seen anyone not go after the Suez, but the game hasn't been out that long....
