Ok, here are my ideas for improved warfare and bureaucracy 2. Ive included the text for the older versions for comparrison.The reasons for changing Warefare II is because the Secondary Reinforce hardly ever gets used. So, to make it more tempting, you get one action card and one Political instead. The main also gives you two action cards.
Warefare II
Primary alert ability:
Place the High alert token in a system. You ships in the system gain +1 movement and +1 on all combat rolls. If you move any ships from this sytem, remove the token from the board at the start of the next Status Phase.
Secondary Ability: Reinforce
Spend 1 Command Counter from you Strategy allocation are to move up to two of your ships from unactivaed systems into any adjectent systems you control. This does not active the destination system(s).
Warefare III
Primary alert ability:
Place the High alert token in a system. You ships in the system gain +1 movement and +1 on all combat rolls. If you move any ships from this sytem, you may move the token from the board at the start of the next Status Phase.
Draw two action cards.
Secondary Ability: New Agendas
Spend 1 Command Counter from you Strategy allocation are to draw one action and political card.
Bureaucracy I
After selecting this Strategy Card, reveal cards from the Objective deck equal to the number of bonus Counters on this card.
Primary ability: Senatorial Control
Receive 1 Command Counter from your reinforcements. Then draw the top two cards from the Objective deck. Place one faceup in the common play are and the other on top of the deck. You may immedietly claim on public objective that you qualify for.
Secondary Ability: New Agendas
Spend 1 command counter from your Strategy Allocation area to draw on Political Card and one Action Card.
The reason for Bureaucracy II is to combine the best of Imperial II and Bureaucracy. You get a Command Counter. You cannot "bubble win", because they are simply just not glorious and are very unsatisfactory.
Bureaucracy: inspires conflict because of holding Mecatol Rex gives you VP and you may qualify for one more public objective.
If you take the victory points it gives everyone the chance to build again.
Or you can take alternative B) and use it to build a third time assuming you have played secondary of production, which is great because if you have sarween tools, you can get free units. For example lots of fighters or troops, which you may not have had the capacity for.
Bureaucracy II
Receive 1 Command Counter from your reinforcements.
Objective deck: Reveal the top card and one additional card for each bonus counter on Bureaucracy.
Choose a) or b).
a)Primary ability: Senatorial Control
You may claim immedietly claim 1 public objective.
Gain 1 VP if you control the Mecatol Rex system!
OR
b.) Rapid Moilization:
You may execute the secondary ability of this card for free. No other player may execute this secondary.
Secondary Ability: Rapid Moilization:
Spend one command counter from your strategy allocation to build at one of your systems containing one or more of your spacedocks, even if the system is already activated. This does not activate the system.
