I've given this some more thought and I think I have a cool idea that might work for the battle actions on each card.

For the Free side, the battle action could work as a sort of seafaring 'Scout' that allows an army that contains a leader and/or any number of companions in the battle, to escape via ship when the stronghold or city is being attacked. Tactically, it's easy to see how the FP might use this 'defense' as a means to generating an army in the Grey Havens.

The defense, of course, is the battle portion of the Corsair card, "Blockade," which would prevent this escape!

Note: like the Balrog card, it may or may not be on the table for its battle action to be employed, so the FP will only know if the SP has the card if it's already on the table. The SP would have a good motivation to get this card on the table early if he can, since he could get this blockade defense for free while still getting his regular attack card draw in his assault on Dol Amroth, Pelargir or the Grey Havens.
