...and that's the first defense. But my problem with it is that a player is "expecting" those points from the #8 card and no one should be able to cost a particular player 1/5 of his winning condition just by playing a single, targeted card. That seems harsh. I think I'd strongly consider taking this card out, but that's a minor fix.
If his strategy is hinged so strongly on getting the free points that not getting them knocks him out of the game, I would argue his strategy was poorly conceived to begin with.
I do personally prefer Bureaucracy over Imperial (both versions), but I would happily play the game with the original ISC.
