To make it clear, your PDS may:
a) fire at an enemy who ends his movement in the tile which contains your PDS
b) during your turn at enemies in the same or adjacent (if you have Deep Space Canon tech) tile.
c) fire at enemy ground troops who start an invasion on the same planet

While the tile activation in TI3 seems a stupid idea it was necessary to mark fleets which have already moved. This leads to the kind of idiotic system that during a whole round may only once lead troops into a specific system but at least reduces the book keeping that would otherwise be necessary.

But regarding Strategy Cards: A big failure imho. A "you can't do that because I already have" system fits into games like Agricola and Stone Age but only because it is their core mechanic. Otherwise it just makes no sense at all and is the main reason I don't play TI3.
