Good Review. I agree with almost all your issues. However if you use the player aid on the geek almost all the issues go away.We didn't have trouble with the rules ambiguity that you did (I don't know why, but we didn't). My only drawback is the tactic of resolving someone else's region before they could get the resources they needed to effectively use that region. It introduces a potentially mean component, but its just something that you have to plan for.
This was maybe my favorite game of BGG Con. I'm just sad that Funagain prices it at $95.
