Adding my support for Maximal Effect being overrated. I find it useful early only, and even then it requires intense forethought. I guess it's strength will come down to how much you think there are 'bad' cards in the deck. I tend to think none, and find that forcing the pace is worse overall as a strategic resource and only great when you can surprise a slow round in a tactical situation. More good cards is nearly always just good IMO, though I think it's a debate.
