I concur with Steve now that I've read the Here I Stand ruling from Ed with its intentional looseness of the Winter Deployment rules. Note that otherwise the naval units couldn't pass through Gibraltar if no Spanish naval units were left there under the usual naval movement restrictions. After all, this is far less a liberalization of the rules than the permission granted for any number of land units to traverse any number of sea zones regardless of the presence or absence of any naval units in any ports or sea zones.↧
