That still won't do the trick if Spain deactivates the Ottoman in Turn 1 of a game with less than 5 players and the Ottoman is never re-activated. Then Selim II is never in play at all in Turn 2!
We nearly had this happen in a 4-player live VASSAL game a couple weeks ago. I was England, still in control of the Ottomans as my activated major power ally as we started Turn 2. We added Selim II to the Ottoman hand as a bonus card prior to dealing cards.
It just so happened that I played it right out of the gate in the first impulse, but in the second impulse, the Ottomans' status was resolved and they got deactivated. If Selim II had still been in the Ottoman hand at that point, should it have been played in the process of discarding the Ottoman hand?
I'd echo Mark's question above--what if the Ottomans had been deactivated in Turn 1 and not reactivated by someone at the point the Murad III card goes into the deck on Turn 3 (or later, or even never)? Nothing about this made it into the FAQ or Errata so far.
