I think Zack is correct, fleets return to the closest port and can cross Gibraltar (EX: England loans fleets to Spain and they end up in the Med). I think this was confirmed by Ed, but this was back in HIS. Here's the thread (Limits to Tokens and some other Questions (Fleets, Siege, political control). Since there has not been a substantive change with the winter rules, I think they still apply to VQ.↧
