Because of the die triggers and Initiative Card passing, one must take a simultaneous action (melee and resolution) and make a sequence out of it so that such things can be resolved in an orderly fashion. One could argue, why not just reveal both cards at once then tidy up? I suspect it gives to much information to the holder of the Initiative Card as they would now get to decide which die roll to re-roll.

Perhaps you want a house rule that both sides draw their melee cards simultaneously ....
I agree that simultaneous drawing monkeys up the initiative card and is a good reason not to do so. But having results "locked in" even while events are interrupting the action doesn't seem to be very orderly. I'm looking at the rules now and it appears that *all* orders/actions are "locked in" regardless of any triggers or events. Is this right? Maybe it over-emphasizes the effect of events, but why not have the action/order take into account the effect of the events? I will admit that this is a bit discouraging....

Probably because it's a game and the designer tried to keep things simple and orderly. A sniper hitting in a melee while being resolved happens but it's a pretty rare occurrence. And it IS orderly in the sense that you don't have to go back and recalculate and all that.
