The racial penalty only specifies explicitly that they may not receive Techs from Strategy Cards, Action Cards, or Political/Assembly cards, and goes on to specify "any time you receive a technology card this way, instead gain 3 command counters". If you receive a tech from a source outside of those explicitly listed, then it's good and you can keep it.↧
