The rules states you can't choose that country unless a special action allows it. The Swap Country Token could be used to move into the (formerly) banned country. Perhaps useful to join the alliance in the region, or strategically to move the flip-side of the country token to another region.
Is that right? you can swap with a "banned" token? I didn't see that in the rules...
