It does seem ridiculously unfair to the government, the way things are written.For example, let's say a forest department has one base and 3 guerillas, underground, and the department is in opposition.
The government, looking to expand their territory, sweeps in with 7 troops and activates all the underground guerillas.
Ideally, the next eligible turn, the government would place a base, then 2 cards later train with police and conduct a civic action to get the space to support. Because of the guerillas there, the gov would have to get it to active support or out would be terrorized back to neutral. Then the government would sweep again, and then the following eligible turn you could assault any remaining guerillas and be done with it.
This operation would cost the government 27 resources and could simply be undone if the guerillas rally and place a base.Their total cost would be 2 resources.
I am thinking that I am playing the government wrong, but I thought the government was supposed to have the strongest army, but the AUC could go in and get the job done in a couple of moves and with far less effort.
In the face of this rally to go underground where there is a base rule, what is the torment supposed to do
