Dunno, I haven't it tried yet :)
It seems like the two best approaches are to collect treasures in Round 1 and surprise the French in round 2, or use Drake to drain the French hand and overwhelm them in round 3. Either way, you should be able to find allies willing to invade/rebel one side of France while you take the other.
