Scotland can do the same thing. Often, Scotland is controlled by the Protestants, and Spain is usually at war with them, so no need to worry about negotiating an alliance. Scotland is also contiguous to England and Ireland is not.
In my games, on turn 4-5, Spain typically has too much else going on to invade England, and other uses of its CP that give greater rewards for less risk.
