I've seen Ireland come under the control of all its potential activators: France, Spain, and the HRE. The Irish that materialize and go besiege Dublin are easily neutralized--England just spends 2 CP to move a galleon from one of the Channel ports into the Irish Sea to prevent the rebels from being able to assault. Someone controlling the Irish rebels could still try Treachery!, but it seems to be a standard play to deploy a few English troops to Dublin early on to guard against this possibility.
If Dublin never gets captured then why bother playing Irish Rebellion for the event?
