Home cards aren't ever "dealt" exactly. They're always in your possession, and never get mixed with the main deck of cards.You just add them to your hand of cards each turn. During spring deployment, if you have two home cards in your hand, you must choose one of them that remains in your hand for use sometime during the turn. The one you do not choose is placed somewhere face down (because other players are not meant to know which one you've retained in your hand), unavailable. You could put it on your power card, you could put if off to the side, whatever. This is what is meant by "discarding" a home card--but it does not go in the discard pile of regular event cards.
At the start of the next turn, return both home cards to your hand--the one you used during the last turn and the one you placed face down to show it as unavailable. During spring deployment you repeat the same process: keep one in your hand, put the other face down somewhere in your play area.
