Hey Steven,Thanks for setting that up. I see what your saying and that makes sense. Previously they seemed separate to me although in some circumstances mention Troops then say cubes and same for the Police. So for the most part I've been able to work out most rules that some claim as ambiguous. But this one I'd like to see completely nailed down in a clearer form.
