That's how I've always played it, and how I understood it was supposed to be played. It works out pretty well, since the warlord will be the very last person to make a play, and can screw the leader if he so desires. You usually will have a good feel for when the last round is coming up, so there may be good strategic reasons for picking him (e.g., if you're also at 7 districts, and are able to complete an 8th cheap one on the last turn for bonus points, while also having enough gold to snipe one of the leader's cheap districts).

2) have that destroyed district "tapped" or tilted sideways. The idea is while it doesn't count for its face value or intrinsic value (VP from the # of coins printed on the card), that last destroyed building still goes towards the bonuses (first to/8 cards, all colors bonus)

The way we play, the player will retain his "first to 8 districts" bonus - since he did in fact get 8 districts first (the wording says nothing about whether they retain those districts). We do punish that player for not having all colors, since that condition only comes into play at the end of the game.
