This sounds strange to me. Did you apply the rule that (depending on the number of players) cards get removed from the line?

In my games most of the time we never even consider taking the 2VP or 3VP cards. You can play them 10 times, but a 10 VP card doubled, then the sum of VP doubled will trump this with a single play.
Yesterday, I made over 60 VP on my last turn alone.

If you all took to mimicking a slow developing strategy (and if you kept going with the base cards, it's clear that you would not be able to buy the expensive cards), I'm not surprised the player using the most deck thinning won.

I'm surprised that the game didn't end before you got to 95 by turn 11 (when all additional offices have been placed).

Also, you said you had no problems with scarcity of offices. This makes me think that you did not make enough use of additional actions (purple cards).

As the man himself suggested, I would try different strategy. You'll probably be surprised.

Disclaimer: This is not meant to sound arrogant, it's just that I enjoy the game very much (which might have to do with it including mechanics from some of my favorite games) and would like you to experience something similar instead of giving up on the game.
