I think, when using the flow-charts if a faction is first eligible, but not leftmost, it will generally peform OPS & Special activity, unless unable to and then it might only do OPs (or pass if resources 0). This is, I think, the only time a bot will block another bot.

A human can block a bot by taking operations too.

2nd Eligible. 2nd Eligible Non-player Factions choose the Event
when given an option, unless the Event’s card has a gray 2 symbol,
in which case, Operations.


The bolded section took me a bit of time to wrap my head around too. The player, or fellow bot can block the bot, because now the bot (2nd eligible) does not have the option to take the event.

Generally though, if the first bot takes OPs & Special activity, the second bot will happily play the event.

Again, I will double check when I get home.
