This is wrong. A non-player only plays the event if their faction icon is on the far left on the card.
I think you might have it wrong though... Check out 8.1 in the rules:

In your example:
If the first eligible faction (Cartels) is first eligible, but is not leftmost. They would play OPs.
If the second eligible faction (AUC), the card does not have a grey 2 symbol (and the event is not ineffective), it plays an event. Otherwise it plays OPs.
So, Nate is right. The AUC will play the event, as long as there is no grey 2 symbol and the event is not ineffective (and, as long as the first eligible faction already did not play an event).
