Yes, myself and the other player have definitely been paying more attention to the strings of higher and lower priority and the effects on the general "initiative" of the faction over the campaign. This campaign so far, starting with Zona de Convivencia and going further into the future than I've reported so far, we've had the following:

So, incredibly, Cartels has not been first or second eligible faction on only one of the 15 cards so far and have been first eligible on 7 cards, including a string of 5 in a row.

Yes, I've been framing it to him in that I'm more of the hard counter to the Cartel on the financial side, with the responsibility of making sure he doesn't become too rich. We've seen in past games once Cartels gets well above 40 it's hard to keep them in check.
