Exactly.


I think you might have it wrong though. Check out 8.1 in the rules:

AA Rules, page 11 wrote:

8.1 Non-Player Sequence of Play
The Sequence of Play aid sheet summarizes the following rules in gray text.

• 1st Eligible. 1st Eligible Non-player Factions whose symbol is leftmost on the Event’s card execute the Event (2.3), if not leftmost, then Operations.
• 2nd Eligible. 2nd Eligible Non-player Factions choose the Event when given an option, unless the Event’s card has a gray 2 symbol, in which case, Operations.


In your example:

If the first eligible faction (Cartels) is first eligible, but is not leftmost. They would play OPs.

If the second eligible faction (AUC), the card does not have a grey 2 symbol (and the event is not ineffective), it plays an event. Otherwise it plays OPs.

So, Nate is right. The AUC will play the event, as long as there is no grey 2 symbol and the event is not ineffective (and, as long as the first eligible faction already did not play an event).
