Thanks for the response!

Allowing only the active player to transfer of Resources would seem to fix it, as you say. A lesser restriction might be to prohibit Resource transfers during the execution of an Operation or Special Activity. What do you think?
The first seems to be the most simple solution. One concern with the latter is that it could create questions about timing and priority. For example, once FARC declared their intent to Terror/Kidnap, would Cartels/Gov't be able to trade resources before the operation starts but still during FARC's turn so that strictly speaking it's not "during the execution of an Operation"?

Could you say more about why Shipments would need to be set aside as a special case? Would that timing need to be restricted at all? Are you concerned about some scheme of trading Shipments back and forth among Guerrillas?


In only say this because your design intent in 4.5.3 is clearly that shipments are tradable to another faction's Guerrilla in the same space when a Guerrilla is eliminated. When a Guerrilla holding a shipment is eliminated, it will usually not be that factions' turn. Since 1.5.1 specifically includes Shipment transfers under the aegis of negotiations, any limitations on when transfers could happen would have to set aside the exception of when a Guerrilla holding a shipment is eliminated.
