Okay, I'll try to explain:

It is e.g. possible that you have 5 units of the Spartan player and 3 units of the Athenian player in one territory (say, Boiotia). The Spartan player is first attacker, and manages to inflict 2 casualties. The Athenian player now only has 1 unit in the territory, and the battle ends. The Athenian player does not get the chance to fight back.

The second aspect relates to the situation of a retreat.
Say, the situation is the same as above. However, even before he gets his cards, the Athenian player decides to retreat. There are 8 units in Boiotia, and no battle takes place.
After his own subsequent turn, the Athenian player did not manage to move units out of or into Boiotia. Therefore, another battle will take place, with the same situation as before.
