That works!You all are right that these procedures involving Troops, Police, Bases, and Civic Action are a bit intricate until you get used to it. For this reason, Joel Toppen wrote a section in the Playbook starting page 15, "Strategy Notes for the Government", talking through how all this works. See especially the section on Training, Playbook page 15, middle of the right column, where Joel discusses planning out your Training in a Department where you do not have a Govt Base.
