The victory point tokens are only used like in Puerto Rico for marking unused spaces and for that use there are more than enough. If you have a really successful victory-point engine, you can generate more victory points in a round than there are tokens provided, but these victory points are as virtual as the money is, no need for tokens. ???

Sounds like you misunderstood this part of the rules. Very important because you can only use these tokens once again with card #43 and #44 (and only double them for counting not needeing more tokens)

Yes, I have re-read the rules and I had misunderstood. It is clear in the rules, so my mistake. I was taking a victory point token each time I played a green card, and found they soon ran out. I can now see that they are only taken when occupying an office space which has been "sweetened". This takes away one of the balance issues - we had found card 43 and 44 to be VERY powerful.

I will edit this in the review!
