Tom,You found the hidden Easter Egg! Seriously, though, good eye. What you're seeing is a remnant of streamlined set-up that existed for the duration of Turn-Order Track playtests. For the most part, it was simply easier to place the Turn Order Token for the player as each Score Token was drawn from the Roaster at the beginning of the game.
You are correct in assuming that Turn Order should be determined according to the example on Page 6 for each subsequent round after the first.
In hindsight, and for clarity, we should have either explained the starting set-up for the Turn Order Track or simply made it consistent with that of the later rounds. Since the numbers on the set-up page indicate the order in which Score Tokens are pulled from the Roaster and the graphic on page 6 indicates how to determine Turn Order according to Token position, I can certainly understand the confusion.
