You have to build GFs on the planet with the SD, but it's a moot point since when you move out of the system carriers can pick them up. Therei s really no reason to put them on the carrier. Only exceptions would be warfare secondary or maybe Yin's flagship.Fighters don't "go" on carriers, you just have to have the support there and they have to move with a carrier. They are not considered ON it.
