I don't have the official answer since your examples above certainly look like a discrepancy, but we played the latter (the top of the stack goes first). It seems to make more sense to do it that way since it helps shift the turn order every turn with scoring/buying research points in turn order.I would like to add a question that I may have missed in the rules. Do we only reset the turn order after the "public opinion" round or do we do throughout the turn (i.e. during the "in field" phase someone could score 2 pp)?
