Yes. The rule is clear that only the eyeball leaders are the finicky ones (affecting weapons they are stacked with but not units).
I think you guys have it wrong. The clarification is that since no Patrisan units are "squads" or "teams," their stats will not be affected by leaders. The eyeball is not the thing, it's whether units with leaders are squads and teams or not.
