This is the part I agree with the most about the SA rules-set.
It is not TI3 it is a complete overhaul and would be better to call it TI4 as it is as different as TI2 is to TI3.
It is categorized as a variant but it is more of a complete overhaul and takes the pieces of one game to play another.
I love variants but I still want to play TI3. I have made many add-ons to the game but it still plays as TI3.
It's good to know I'm not the only one who feels that way (well, except for the last part, I'm not much into variants in general).
